$2M Payout: Traumatic Brain Injury Blamed on City Neglect

California — The City of San Diego has agreed to a $2 million settlement with a woman who sustained a traumatic brain injury and multiple bone fractures in a 2023 vehicle collision. Isabella Araceli Franco attributed the crash to the city’s failure to replace a removed stop sign at State Route 94 and Home Avenue intersection.

The incident occurred in Mount Hope, where Franco’s vehicle was struck by a truck at a T-shaped junction. Legal documents assert that the city possessed knowledge of the absent sign but neglected to reinstall it. Franco’s injuries, characterized as life-altering, have resulted in her inability to return to employment.

Franco’s lawsuit detailed that despite its historical presence, the intersection lacked a functional stop sign at the time of the collision. Photographic evidence indicated the absence of the standard sign, which had been replaced months prior with a temporary, lower sign, which was also missing during the crash.

With City Council approval pending, the settlement cancels the planned jury trial. Additionally, Franco received a separate settlement from an insurance provider. Court records highlight the severity of her injuries, including fractures to her pelvis and femur, necessitating multiple surgical procedures.
